<論説>近世ロンドンの教区における救貧

Abstract

一六世紀後半から一七世紀前半のイギリスでは救貧をめぐる問題が深刻化し、慈善・寄付の現状に大きな関心が寄せられることとなる。本稿では、エリザベス救貧法体制における救貧の単位であり、かつ、富者と貧者が私的な慈善・寄付をつうじて結びつく場でもあった教区に焦点を合わせる。すなわち、ロンドン市内のセント・バーソロミュー・エクスチェンジ教区を主たる対象として取り上げ、一六世紀末から一七世紀前半におけるこの教区の救貧活動を、救貧のための財源、救貧扶助を受けた人々、慈善・寄付の動機など、様々な角度から解明することを目指す。教区を対象とすることにより、救貧法による公的な救貧と、私的慈善による貧者への援助とが救貧の現場においていかに機能していたかを、実態に即して考察することができるのである。

The problem of poor relief was getting severer in late 16th and early 17th century England. Many authors and preachers were concerned about the problem of charity and poor relief. This article is a discussion of the function of the parish in poor relief in late 16th and early 17th century ERgland. The parish in England was not only an essential unit on which the system of Elizabethan poor- law depended, but also the milieu in which private charity united the rich and the poor. This article mainly focuses on the parish of St Bartholomew Exchange in London and tries to explore the various aspects of poor relief in this parish, namely the resources of poor relief, the recipients of aid and the motives of donors. Through the intensive research on a parish, we can understand how the public social welfare based on the poor rate and the various kinds of aid based on private charity co-operated in the forefront of relief of the poor.
