| 抄録: | New German Federal Water Act 2017 about Flood Protection contains many interesting things. Especially, it is noteworthy that, after a long debate, behavioral controls about an oil heater in the flood risk area were strengthened, and that, at the federal level, new land use regulation as heavy rainfall measures was developed. The former includes also a new obligation to upgrade the safety of the existing heater. The latter is a part of climate change adaptation, though it depends on the adoption of each state. Both are one of trial and error about flood protection in Germany, so that we need to maintain continuous research on them. |
