<論説>納所小論 : 律令的徴税組織の解体の一断面

Abstract

律令国家の解体過程は、最近の平安期研究の一つの焦点をなしているが、その具体的な過程については、なお明らかでない憾みがある。このことは、平安期の国衛の体制自体についての個別研究の不足に一つの原因をもつている。本稿は、従来殆んどとりあげられていなかつた納所を、右の様な問題を解明するための一つの手掛りとして考察したものである。納所とは、平安中末期以後に年貢米等を収納した倉庫であり、大別して四種に分けられる。ここでは、そのうちの一つである農民的納所に限定して、その実体の解明とその出現と消減の歴史的意義を考察して、律令的な徴税組織の解体過程を辿ろうとした。この様な在地の徴税組織の変遷を明らかにすることは、律令国家の解体過程を側面から明らかにし得ると共に、「名」研究に一つの視野を提供することが出来るのでないかと考えたからである。

Though the dissolving process of the Ritsuryô (律令) state has been a forcus in the modern study of the Heian (平安) era, its concrete process remains partly unknown, partly because of a scarcity of individual study in the Kokuga (国衙) system itself in the Heian (平安) era. This essay tries to clear up the Nassho which has hardly been discussed, as a clue to solve the above-mentioned problem. The Nassho means warehouses in which rice as rent and the king were stored up after the middle or last of the Heian era. Here, we treat exclusively the farmer's Nassho one of the four kinds of warehouses, in its substance and its historical inportance of its appearance and disappearance to trace the dissolving process of the Ritsuryô (律令) tax-collection system, because to clear up the transion of the tax-collection system enables us to take a side-view of the dissolving process of the Ritsuryô state and also to throw light on the study of Myô (名).
