<論説>ワイマール共和国前半期における帝制復興運動をめぐる一考察 : ドイツ国民人民党を中心として

Abstract

ドイツ国民人民党は、ワイマール共和国における最強の帝制派政党であつた。即ち同党は共和国に対するいわゆる体制外存在として、共和国の安定に著しい負担をかけていたのである。しかして一九二五年一月に成立するルター内閣への同党の入閣は、同党がワイマール共和国を容認したことの現れであり、同党のいわば体制外存在から体制内存在への転換を示すものであつた。この転換が何故行われたか、そしてこのことは共和国史の研究にどのような意義をもつか。ここではこの転換が行われた理由を、同党が自らの社会的経済的インタレストと共和国との合致をみたということの中に求めてみた。そしてこのことから、ワイマール共和国の崩壊要因論の中で一つの有力な立場をなす、共和国の成立期に既にその崩壊の原因をみようとする立場、つまり成立史論をもつて崩壊史論をおさえようとする立場に一つの批判を提供してみた。

The German National People's Party (Die deutschnationale Volkspartei) was the most monarchistic among the political parties of the Weimar Republic. Therefore this party, as"Outs"in the Republic, was a heavy burden to the stabilization of the Republic. In this connection, its partici-pation in the Luther cabinet which was formed in January, 1925, means its approach to the Weimar Republic and its transformation from "Outs" into "Ins" in the Republic. Why did this transformation happen? And what significance did it hold? In this article, I assume it was because that the party came to find the probability to realize its social and economic interests in the framework of the Republic. From this point of view, I would criticize the theory asserting that the Republic had had undermining factors already at its birth; i. e. this sort of theory has had a strong foothold among various theories as to the causes of the collapse of the Republic. In other words I would rather criticize the approach to the collapsing phases of the Republic on the basis of the very condition of its formation of the Republic.
