<論説>近世初頭における畿内幕領の支配構造

Abstract

寛永期 (一六二四－四四) の畿内幕領における農民支配は、二つの面からおこなわれた。その一は、夫役の徴収であつて、家と労働力を有する農民の殆ど全部が、幕府のもとに役家として編成された。その二は、貢租収取の確保のために、血縁分家により新しく分立した小農民のうちから年寄を多数任命し、貢納にかんする権限を彼らに与えたことである。これらはいずれも、当時在地において小領主的所有を発展させつつあつた庄屋層の社会経済的勢力を殺ぐことを目的としていた。幕府は、これら小領主的所有の基盤となつていた用水・林野の支配権に干渉し、これを自己の手に掌握するとともに、灌漑工事を推進することによつて、自己の権力基盤としての幕藩封建的家族自営農成立の条件を積極的に創出したのである。

Government of the peasantry in Kinai (畿内) of the Shogunal territory in the Kan-ei (寛永) period (1624-44) had two aspects; one is by enforcement of the statute labor by organizing as Yakuya (役家) almost all the peasants who had their house and labor power, and the other by authorizing many Toshiyoris (年寄) elected out of small peasants creating new consanguineous family to levy rent, intending to weaken the social economical influence of Shoya (庄屋) or village headmen who were developing their holdings as small resident landlords. The Shogunate government interfered in and secure their control over irrigation, forests and fields which were the foundation of their holdings, and created conditions for formation of the feudal family-yeomanry as a base of its own authority by promoting irrigation works.
