<論説>大唐天宝元年の戸口統計の地域的考察

Abstract

天宝末以前に於ける唐の戸口統計は租税台帳たる計帳によつて行はれてゐた。天宝元年の統計を地区別に検べるに、富裕な先進地ほど戸口率が高く、貧窮な後進地ほど戸口率が低く、一戸の平均が一・二口の州さへあって、計帳の記載が決して精確なものではなく、地域によつて精粗の甚しい差があつたことを知る。そしてそれは丁口を対象として均額に課せられる税や役が富裕な者にとつては軽く、貧窮な者にとつては重いので、貧窮な州ほど戸や丁口を事実より少くして計帳を作り中央に報告し、中央も此れを認容してゐたからである。州や県は此の計帳とは別に更に事実に近い自己使用の別の籍帳を有してゐたと推測せられるが、その州県の籍帳さへも隠田や戸口の隠匿が多く、決して精確なものではなかった。況んや計帳は更に不精確であり、従つて戸口統計の数的精確さは信頼出来ないものである。

According to the census-taking in the first year of t'ien-pao (天宝) of T'ang (唐) (742), great difference can be found in the population rate by Tao (道)' the highest administrative district, and greater difference by Chou (州); for example, the average of a Chou (州) came up to even 120 a house; this did not mean the greatness of a family but the incorrect investigation of the census by the tax-book which was made the political consideration by Tao (道) and Chou (州) authorities to adjust the difference of tax burden for each class, light to the rich and heavy to the poor. More accurate Tsi-chang (籍帳) which the authorities of Chou-hsüan (州県) made for their own use, to say nothing of Chi-chang (計帳), listed even far less than real population.
