<論説>サン・フランシスコ市におけるボス政治の成立 : アメリカ現代社会の出現にかんする一ケース・スタディ

Abstract

アメリカ社会の現世紀への転換にともなう諸矛盾は、政治の腐敗＝ビジネスと政治の結託という閥題に一つの焦点をもつ。ここに一つのケース・スタディとして、サン・フランシスコに成立したボス・ルーフの政権をとりあげる。この時期に出現する重要問題は、露骨な政治支配をともなう全国的独占資本 (南太平洋鉄道)、これに挑戦する地方的中小資本 (市資本家群)、労働者、の三者の対抗関係である。他方、独占資本の政治支配が生んだ体制的な腐敗政治の問題は、インタレスト・ポリテイクスに傾く市資本家群からも労働者からもみはなされる。ボス・ルーフの政権は、この三者の対抗関係の調停者として出現し、汚職と買収というプライヴェットな利害を手段として、このころ緊急のものとなった政治の公共福祉的機能を果してゆく。それは、社会が利益集団的に分裂し、しかもこの社会を運営すべき公的制度ないし原理が確立していないときに、このずれを埋めるために成立した非合法の政治形態であった。

Conversion of the American society into the present century should be partly focused upon the problem of the corruption in politics or the conspiracy of politics with business. Here is an example of the Boss Ruef's administration in San Francisco, as a case study. The important problem in this period is the counteracting relation among the national monopolistic capital (the Southern Pacific Railway), which controls politics openly, the country middle or small capital which struggles the big business, (the city capitalists), and the workers. On the other hand, the problem of systematically corrupt politics by the monopolistic capital's control of politics is given up by the city capitalists and the workers who are both inclined to the interest politics. The Boss Ruef's administration appears as a mediator of the struggle in these three groups, dischargesits function of public welfare, which became urgent then, by means of private interests, bribery or buying-over, and is an illegal form of politics to fill the blank without coming public system or principle which operates this society.
