<論説>ワイマール共和制末期における農民層の政治的動向 : シュレスヴィヒ・ホルシュタイン州の場合

Abstract

いつぱんにナチスの大衆的基盤は中産階級にあったといわれているが、このさいナチスは都市中産層よりも農民の間にその勢力の基盤を拡大するのに成功したこと注目されなければならない。ドイツ農業政策の研究者 J・B・ホールトなどはナチスをむしろ農本主義政党として把握するようすすめている。わたくしは本稿において、ワイマール共和制末期におけるナチスの農村への進出がどのような状況のなかで可能になつたのかを探求したいとおもう。本稿では探究地域としてシュレスヴィヒ・ホルシュタイン州がとりあげられているが、この州ではすでに一九二八年初め以来、反体制的な性格をおびた一連の激しい農民運動の波を迎えている。わたくしはここでは、この州の農民を反体制の側へとむかわせ要因を、ワイマール共和制下における農業政策と、これを運営した諸政党の対立・結合の進展のなかにもとめ、このような操作を通じて、ナチスをして農民の間に進出するのをゆるした政治的真空がどのように形成されたかをさぐることにより、ナチスによる農民把握の一端をあきらかにしようとしてみた。

Though generally speaking Nazi stood on the popular basis of the middle classes, it must be remarked that Nazi succeeded in developing its influencial basis within rather peasantry than the middle classes in cities. Students, such as J. B. Holt, a student of german agricultural policy recomended Nazi rather for an agriculturist party. In this article I will try to understand the very condition in which Nazi's development into rural societies was possible; especially in Schleswig-Holstein as a sample district, where there already rose a series of furious agrarian movements in their nature of anti-republican structure since the beginning of 1928. Here I found it in both agricultural policy under the Weimar Republic and development of opposition or combination of executing parties, to make peasants in this district remove to the anti-republican structure, through which I try to recognize a part of process in Nazi's grasp of peasants, by researching the formation of political vacuum which enabled Nazi penetrate into agrarian societies.
