<論説>干拓と漁民 (上) : 児島湾の場合

Abstract

国土開発の要請にこたえて行われる海面干拓や埋立事業は、当然沿岸漁業との間に矛盾をひきおこす。この矛盾がはたして十分合理的に克服されてきたであろうか、あるいは犠牲は漁村側におしつけられてはいないであろうか。従来の干拓地における実態の究明は今後の干拓に際しても大きい意義を有する。本稿では日本における代表的な大規摸干拓の例として岡山県の児島湾をとり上げて見た。ここでは問題が集中的に存在するが、そのいずれについても干拓施行者側、漁民側双方の対処方策に欠陥が指摘されるほか、干拓や埋立の進行に伴つて設立された工場が漁業上に及ぼす諸問題についても、決して満足すべき解決を見てはいない。本稿は海面干拓が漁業に及ぼす諸問題中、自然地理学的な分野は省略し、主として漁村側資料によつて干拓への漁村の対応の姿を歴史的に眺め、過程と結果を綜合的に評価することにより問題点の確認を行つた。

Land reclamation or land drainage in response to the demand of developing the land is naturally contradictory to the coastwise-fishery. Has this contradiction been fully reasonablly conquered? And aren't villages sacrificed? Investigation of the nature in the former drained lands has the great importance in the future land drainage. In this article the Kojima 児島湾 Bay in the Okayama 岡山 prefecture is taken as a characteristic example of land drainage on a large scale in Japan. Here all the problems are concentrated, in which there are defects in those arrangement by both executors and fishermen, especially in the influence of establishing factories by successful drainage on fishery. This article treats the history of sea villages' attitude to drainage, based on the information of fishing, villages, and tries to make clear the point by evaluating synthetically its process and result, omitting the fields of natural geography.
