<研究ノート>フランス革命における地主制の問題

Abstract

およそ市民革命の基本課題が封建的土地所有並びに封建的生産関係の廃棄にあることは、改めていうまでもないが、わが国においては、その封建的土地所有・生産関係の核心を領主制 (領主＝保有農関係) と地主制 (地主＝小作関係) とのいずれに求めるかに応じて二つの見解が分かれている。本稿では、ヨーロッパ諸国の中でも地主制が最も明確かつ広汎に形成されたフランスを例にとりつつ、地主制と市民革命との関連を具体的に検討してみた。フランス革命において提起された地主制に関する課題は、小作経営の自由な展開を阻止していた封建的・嶺主制的関係の一掃と、過重な地主制的収奪の制限との二つであり、第一の課題は封建的諸権利の無償廃棄によつて、完全に達成されたが、第二の課題は国有財産の売却を通じて極めて不充分に果されたにとどまつた。その結果、北部先進地帯では革命前からの地主制の近代的進化が、ますます急速に進行するのに反して、中・南・西部の後進地帯では分益小作制に立脚する半封建的地主制が、永らく広汎に残存する。

It is natural that the fundamental problem of civil revolutions lies in the abolition of feudalistic landholding and feudalistic relative production, but in our country are divided two opinions, one took hold of manorial system (landlord-tenent relation), searching and relative production. This article, taking an example in France where the landlord system was most clearly, definitely and widely formed of all European countries, examines concretely the relation between landlord system and civil revolution. The problem, raised in the French Revolution, consisted of two aspects, one was a clean sweep of the feudalistic relations which was completely accomplished by free abolition of feudalistic rights, the other the limitation of the landlord-systematic exploitation which remained even incompletely accomplished through selling of the state property. In the northern advanced area it resulted in a more rapid and modern evolution of landlord system before the revolution, while in the middle, southern and western backward area it resulted in a long and wide remainder of the semifeudalistic landlord system based on share-cropper system.
