<論説>「鎌倉殿御使」 考 : 初期鎌倉幕府制度の研究 (1)

Abstract

ここでとりあげるのは、鎌倉将軍家の御使という一般的な意味のものではなく、 「鎌倉殿御使下 云々」 の書出を有する下文の発給者たる 「鎌倉殿御使」 である。この下文は元暦二年四月から七月にかけての短期間に集中して残つているのみで、その後はこの形式の下文は全く見られない。これに任ぜられたのは中原久経・近藤七国平の二人で、同年二月五日から七月廿八日まで京都・畿内近国、以後同年末乃至翌年初頭までは鎮西四国における武士の非法狼藉の停止に携つていた。鎮西下向以前は、彼等は義経出陣後の京都およびその近国十一ケ国の治安維持を任としていたが、その国々は具体的にどこどこであったか。又彼等の鎮西下向はいかなる意義を有していたかを検討したい。この問題はいわゆる 「東国行政権」 、 「地頭設置」 とも深い関連を有しており、鎌倉幕府成立期の諸制度を明かにする一助としたい。

Here we do not treat Otsukai 御使 as a general meaning of the word in the Kamakura 鎌倉 Shogunate, but that of Kamakura-dono 鎌倉殿 as a issuer of Kudashibumi 下文 opening with the paragraph "I, Kamakura-dono-Otsukai 鎌倉殿御使, grant..." This Kudashibumi 下文 has not been found only except in the short period from April to July in the second year of Genryaku 元暦. Two men, Hisatsune Nakahara 中原久経 and Kunihira Kondohichi 近藤七国平, were appointed this official, suppressing outrage of feudal warriors in Kyoto 京都 and its neighbouring countries from February 5 th to July 28 th in the same year, and in the four countries of Chinzei 鎮西 from the end of the year to the beginning of the next year. Before starting for their new post in Chinzei, they took office of maintaining public safety in Kyoto and its eleven neighbouring countries after Yoshitsune's 義経 departure for the front. What were. the eleven countries? And what importance had their start for Chinzei? These questions have the close relation to "administrative power of the eastern country" 東国行政権 and "establishment of Jito 地頭" and a help of studying the Kamakura Shogunate systems in the founding period.
