<研究ノート>Kleisthenes 改革と demos

Abstract

Athenai 民主政の成立過程を追求せんとする本稿においては、貴族制下に於ける民主政の萠芽的な諸要索が、B.C六世紀の変革期に如何に継承され．発股したかという点に考察の主眼をおいた。その場合、民主政が区・民衆・民会の三つの demos の支配を意味し、Kleisthenes によって Athenai の民主政が確立された、という基礎的な史実より出発し、民主政のこの三つの要素が Kleisthenes 改革において如何に相互に関連しているか、更に遡ってこれらの demos が貴族制下で如何なる形で存続したか、そしてそれらが Kleisthenes 改革の中に如何に吸収されたか、をみた。その結果、貴族制時代に demos (村落共同体) において保持されていた民主政の原理が demos (民衆) の興隆を媒介として全 Polis 的な段階に迄拡大され、demos (民会) の優位として実現される過程がたどられ、かかる過程を統合、完結せしめた点に Kleisthenes 改革の意義を見出した。

In the strict sense of the word, greek 'dēmokratia' (rule of dēmos) has three meanings; (i) the rule of the commune, (ii) the rule of the people and (iii) the rule of the Assembly. In this article I tried to clarify how these three dēmos were embodied in the age of aristocracy and how they were unified in the reforms of Cleisthenes. And I pursued the process in which the principle of autonomy in the dēmos (the village-community) was enlarged and realized in a higher stage, i. e. in the dēmos. (the Assembly), through the rise of the dēmos (the people). Consequently I found the historical meaning of the reforms of Cleisthenes in the fact that he completed this process.
