<論説>初期拓跋国家における王権

Abstract

隋唐時代の政治的統一の基礎には、国家権力に対する人民の近接化があるのではないか。勿論そこには官僚制が媒介されているのであるが、国家権力と人民とのこうした関係を「自由民」体制とよぶとすれば、その淵源のひとつは北魏帝国と北族との関係にあるのではないかと推測される。従来、北魏のいわゆる華化政策から、ともすればこの面が見失われがちであるが、筆者はこの点に強い関心をもち、北魏国家のあり方に検討を加えつつある。本稿はそれの一環として、北魏成立前の拓跋努力の展開過程をたどり、そこから諸部族の統一権力たる王権のあり方を考察した。王権は部族制との間にさまざまの矛盾をはらみながらも、原則としてはそれの基礎の上に成立していたのであって、こうした関係をいま一歩普遍化したのが、部族解散後の北魏帝国であると想像する。

Was there the approach of the people to the state authority for the political unification in the Sui 隋 and T'ang 唐 dynasties? No doubt, the bareaucratic system was its mediator, but its origin may be in the relation between Pei-wei 北魏 empire and the northern tribes, when we can call the relation of the people to the state authority "free-man" system. This phase has been often overlooked in the so-called northern policy of Pei-wei, so the writer, with the earnest interest in this aspect, is to consider what the Pei-wei state was; this article, as a link of his plan, traces the development of T'o-pa 拓跋 before the formation of Pei-wei, and then contemplates the existence of regalities, the united authority of different tribes. The regalities, with the various contradictions against the tribe system, consisted generally in its basement; and it is imagined that one more universalization of this relation should be the Pei-wei empire after the dissolution of tribes.
