<研究ノート>ドイツ政党組織の史的考察 (上)

Abstract

政党とりわけその党組織そのものが、政治におけるもっとも重視すべき要因の―つである、という認識はきわめて新しい。それは大衆民主主義国家の登場とともに人々の意識にのぼりはじめた。これまでの政党史の多くは、政治史一般のなかに解消した政策史であったり、思想史の一環としての政治思想史の枠内にとどまるものであった。そこでは国家・社会の変容とともに変転しゆく政党組織の規模、形態、内部構造などは追求されることのもっとも少い対象であった。本稿は一九世紀後半から二〇世紀にかけて、名望家政治段階から大衆民主主義段階への移行という一般的シェーマに立脚して、ドイツ政党組織の変化の追求を試みたものである。この試論がたんに政治学的常識の検証にとどまらず、近・現代政治史の新しい再構成の方法を打ち立てる糸口となれば、というのがわれわれのささやかな願いである。

In the bibliographies concerning the modern and contemporary history, which were published during the last decade in West-Germany, we can often recognize the new technical terms, Massengesellschaft, Massendemokratie or Parteienstaat. Such a viewpoint is very remarkable in a view of Historismus, which has been the trandition of the historical science in Germany. The traditional current of historical studies in Germany has witnessed a drastic change by the remarkable progress of political science. And in modern and contemporary history, the change of the structure in democracy (from Honoratioren-herrschaft to Massendemokratie) is being emphasized. We can see such a viewpoint reflected in special studies, and moreover obtained many conspicuous results. Above all, Th. Nipperdey, Die Organisation der deutschen Parteien vor 1918 (1961) is noteworthy and stimulating for those who intend to study the modern and contemporary history in Germany from the viewpoint of Massendemokratie. In this paper, mainly relying on the results of this book, we want to attempt a historical investigation of the party-organization of Germany vor 1918.
