<論説>十世紀王朝国家土地制度とその崩壊

Abstract

ここで十世紀王朝国家土地制度というのは、延喜荘園整理令を含む十世紀初頭の土地制度の改編で出発し、大体十一世紀中ごろまで続いたもので、それは私領と対立する意味の公田を国司に維持させることを中心にして構成された制度であった。その公田とは前代までの、国図内に記載されていた口分田など、永世私有田以外の田地の性絡を引継ぐもので、荒廃しても私領となされず、私領よりも高い負担を負わされたものであった。国司は検田権を官から委譲されたかわりに、基準国図に固建された公田の維持を義務づけられていたが、そのため国内で名を編成した。名は公田耕作を目的とした、人と土地の把握のための組織であった。 十一世紀第二四半期ごろから右の制度は崩壊の徴候をあらわにしてくる。すなわち公田が私領化し、別名が発生し、基準国図が放棄されてくる。そして十世紀の名も変化したと考えられる。

The state land system means the system starting from the reformation of land system in the tenth century including Engi-Shôen-Seiri-Rei 延喜荘園整理令, continuing till about the middle of the eleventh century, and intending mainly maintenance of public field, or Kôden 公田 contrary to private property, by Kokushi 国司. The public field means the succession of fields except hereditary private fields, such as Kubun-den 口分田 in Kokuzu 国図; it was not regarded as a private property even on devastation and higher rent was imposed. Kokushi accepted Kenden-ken 検田権 from the state, and was obliged to maintain the public fields settled in the Kijun-Kokuzu 基準国図; then he organized Myô 名 within his country, which was the system for cultivating of public field and grasping people and land. Since about the second quarter of the eleventh century symptoms of dissolution appeared in that system; that is, it is considered that public field was changed into private property bearing another name, also Myô in the tenth century was changed.
