<研究ノート>清朝の海関行政について

Abstract

「清朝海関史」は、これを二つの時期に大別する事ができる。即ち、前期は、その年号でいえば、康熈・雍正・乾隆・嘉慶の各時代であり、後期は、道光二二年 (一八四二) 、南京条約締結以後の時代が、それにあたる。本編は、この前期にあたる時代の、海関行政、もしくは、海関制度史の素描を試みようとしたものであるが、特に、海関の機構や組織、関税の徴収とその使途などが取扱われ、清朝海関の性格を考えるための二・三の材料を提示しているはずである。

History of the Maritime Customs in Ching 清' can be roughly divided into two periods; one is in the period of Kang-hsi 康熙, Yung-cheng 雍正, Chien-lung 乾隆, and Kia-ching 嘉慶, and the other in the period after the conclusion of the Nanking 南京 Treaty in Tao-kuang 道光 22, 1842. This article tries to draw a rough sketch of maritime customs administratiod or institutional history of maritime customs in the first half period, especially treats the organization and system of maritime customs and collection and use of customs, to offer the several materials in consideration of the character of maritime customs in Ching.
