<研究ノート>ランカスター朝における庶民院の立場

Abstract

英国憲政史上、ランカスター朝議会の発達は注目すべき現象と考えられ、重要な評価が下されているが、その本質については立ち入った考究は存在せず、同時にヨーク・テューダー朝議会との関連についても、明確な解答が与えられていない現状である。ランカスター朝治世は、一方において封建大貴族の権力集中した時期であるとともに、他方、テューダー絶対主義の藩屏たるジエントリ層の発芽・発展する時にあたり、議会においても、当然かかる事情が反映するはいうまでもない。本稿は右の事情を考慮しつつ、従来未開拓な分野であったランカスター朝議会の本質、ひいてはそのヨーク・テューダー朝議会との関連性について考察するが、その行程を、(一)庶民院と封建大貴族との関係-庶民院の王国統治上に占める位置、(二)議員の社会的基盤の変化-ジエントリ層の都市選挙区への進出状況、(三)第二節と関連して州・都市選出議員の基盤の同質性、の三節に分けて検討した。

In Comparison with Yorkist and Tudor Commons, the Lancastrian ones have been heretofore too highly estimated in their constitutional histsry. The estimate depends on the fact that the Lancastrian governments were influenced by a few powerful nobles, and there is new opinion asserting that the Lancastrian period had given birth to the gentry that forming the majority of the parliamentary members during the days of Tudor absolutism, played the important part in English parliamentary development from medieval ages to the nineteenth century. Of the political and social relationship between the nobles and gentry members, however, any consideration is not given. Aiming to investigate the character of the Commons in the Lancastrians, the author of this paper examined the following problems : 1) the political actions between the great nobles and the Commons, 2) the changing character of the social compositions in the perliamentary members-country gentlemen's invasion to the borough's constituencies, 3) the social compositions in the parliamentary members--the compositions becoming more homogeneous.
