<論説>「琉球処分」と民族統一の問題 : 琉球処分における明治政府の政策基調の分析を中心に

Abstract

近代以前の沖縄は、日本本土からの地理的な遠隔と、歴史的な独自性のゆえに、ある意味では「日本歴史」の外に置き忘れられてきた。近代に入って、明治政府は「沖縄県」を設定して正式に日本の領土に統合した。この沖縄県の設置(一八七九=明治十二年)の過程は、決してスムーズにおこなわれたのではなく、ことに当時の沖縄の士族層=支配階級の反対と抵抗をひきおこし、それを強圧的におさえる形で断行された。「処分」といわれるゆえんである。このように、「琉球処分」は、一面で明治政府の権力恣意の貫徹として断行されたが、他面で三十餘万の沖縄の民衆にとって、日本本土の大衆と、より強圏な結合をかちとるための条件と展望を与えた。「琉球処分」の唯一最大の意義は後者の点にある。本稿はかかる視角から「琉球処分」の政治過程を分析する。民族統一の問題は、現在沖縄の祖国復帰運動の課題でもあり、本稿もそれへのささやかな展望が含まれている。

Before the dawn of the modern Japan Okinawa was left outside the main stream of the Japanese history because of its long distance from Honshû and of its independent political status. It was only after the Meiji Restoration that it was united with the other Japanese territory. This rendererd the Ryukyuans to live and prosper with the other compatriots on the mainland, but it was not done without some troubles. Around the year of 1879 they witnessed uprisings and resistances of the old ruling class recruited from the gentry. The so-called Ryukyuan Settlement was nothing but the urge of the will on the part of the Japanese government. It was alert to suppress any turmoils that were againt the government policy. As a matter of fact we are of the one and the same race and the unification of the people is beyond quetion. But the analysis of the political situation a century ago at this juncture will throw some light on the problems in the future.
