<論説>第一次山本内閣の研究

Abstract

第一次山本権兵衛内閣 (一九一三〜一四) は、その形式上薩閥と政友会の野合した政権であり、藩閥と政党の妥協の一歩前進であり、長閥に代る薩閥の政権であると評価される。したがってその政策も、民衆の革命化防遏という視点に立って論ぜられる場合が多く、政府内勢力も薩派と政友会とのいずれかに重点がおかれる。さらに、世論をとりいれた政策も、大正政変の圧力が重視され、なかにはいずれの内閣にもおとらぬ帝国主義政策を実行するためのカムフラージュであるとの説もある。本論文は、資本主義の発達を反映したブルジョア勢力の興隆の結果として、旧体制が動揺し、政界が体制を再編成すべき時期にあったという視点に立って、あらたなる政治勢力を確立するために、この内閣が努力したことを実証しようとしたものである。

The first Gonnohyoe Yamamoto 山本権兵衛 Cabinet (1913-14) was evaluated as the administration of the Satsuma 薩摩 faction united with the Seiyukai 政友会, or the administration of the Satsuma faction in place of the Choshu 長州 faction in its form; therefore, his policy was often dicussed from the viewpoint of prevention from the popular revolution, with laying stress on either the Satsuma faction or the Seiyukai in having influence on the administration; still more, his policy which accepted the popular opinions was sometimes evaluated as a camouflage to execute the imperialistic policy equal to those of any other cabinets, with a serious view of the pressure of the Taisho political change. This article, standing on the viewpoint that the old order was disturbed at the growth of the bourgeois power in the development of Capitalism and it was the time when the policy should reorganize the order, is to demonstrate that this cabinet tried to establish a new political power.
