京都舎密局の写真事業 --公文書と写真資料から--

Abstract

1839年にフランスで発明された写真術は数年で幕末の日本に伝わり, 幕府・藩, 民間人により研究が行われ, 1860年前後から実用化されるに至った。明治維新を迎えて幕府・藩による写真研究は中断されるが, 民間の技術はますます発展し, 各地で写真家による撮影が行われるようになった。写真は新時代の勧業施策としても注目され, 京都府では明治3年(1870)に開局した京都舎密局で, 勧業の一環として写真事業に取り組み, 府民を対象に授業, 薬品の取り扱いなどの施策を実施した。これまで, 京都舎密局の写真事業については舎密局を取り仕切った明石博高の関与があったという程度しかわからなかった。しかし, 近年の古写真の調査により舎密局が撮影した作品が発見され, 京都府庁文書にも関係資料が見出されたことから, その実態が少し明らかになってきた。それをまとめると, 京都舎密局の写真事業の特徴として, (1)府が新設した役所・学校等の公共施設, 新たに整備された道路・橋梁などを優先的に撮影したこと, (2)後醍醐天皇所縁の史跡である笠置など, 皇室に所縁の場所を撮影したこと, (3)写真を京都博覧会, 内国勧業博覧会, 万国博覧会など, 国内外の博覧会に出品したこと, (4)そこでの写真販売, (5)皇室, 香港総督, 英国王子など, 京都府から内外の賓客への贈呈品として使われたこと, などを挙げることができる。このように事業が進められたにも関わらず, 1881年(明治14)年の京都舎密局の廃止にともない, 舎密局の写真事業は忘れられてしまう。それは, 時代に即応した小形の安価な写真を制作せず, また印刷対応も行わなかった点で, 写真が京都舎密局の事業として軌道に乗らなかったこと, 京都舎密局の廃止後に関係資料が継承されず, その実態が不明なままに近年に至ったためだと考える。

The photography, invented in France in 1839, was transmitted to Japan at the end of the Edo period and used practically from around 1860 in Japan. In the wake of the Meiji Restoration, the technology of the private sector progressively developed. Photography was also attracting as a new recruitment policy, and in Kyoto Seimikyoku was opened in 1870 for encouraging the development of chemistry. AKASHI Hiroakira, who was in charge of Kyoto Seimikyoku office, was involved with a photo business. However, the fact that the work taken by the office was discovered by a recent survey of old photographs and the Kyoto Prefectural government office documents, therefore the actual situation has become slightly clear. Summarizing that, the features of the Kyoto Seimikyoku's photo business are; 1 Photographing of the public facilities such as Kyoto Prefectural government offices and schools, newly developed roads and bridges, 2 Taking pictures of places related to the imperial family, 3 Having exhibited at home and abroad, such as Kyoto Expo, Inland National Exhibited and World Exposition, 4 Photo sales on site, 5 as a gift for guests inside and outside of Japan, such as imperial family, Hong Kong governor, British prince, etc.
