Abstract: For the Japanese Civil Service, it has come to be more difficult to attract capable people. This is because of competition with other sectors, as well as negative images of the Civil Service as being unrewarding and requiring consistent overtime. Among various proposals for securing human resources, two alternatives seem to be feasible ‒ i.e. improving the working environment and helping officials in developing their individual career paths, thus enhancing their market value.
