dc.description.abstractThis paper clarified the gap between the Ministry of Education, Culture, Sports, Science and Technology (MEXT), who act as the leading role for policy making, and teachers and researchers, regarding the challenges of information education which high schools face. Firstly, from the government's point of view, although they are aware of the fact that different aspects and challenges that information education and information subjects face at each level, and there are disparities in information morale and the ability to use them, the direction of acquiring the ability to use information has not changed significantly. Secondly, from the viewpoint of the practitioner's side, it was found that the first and third stages showed similar trends, focusing on the possibility of implementing related subjects through the exploration of practitioner's own curriculum and teaching materials, while the second stage focused on different issues, discussing the use of educational resources inside and outside schools. Thirdly, the focus of attention on the practitioner's side will emerge only after the reforms proposed by the government were perceived to have been resolved to some extent. In conclusion, while both sides showed different points of issues regarding information education in high schools, main issues will be those raised by the government. It became clear that both educators and researchers have shown to build a relationship in which they plan their own issues and challenges according to the resolution of the policy issues raised from the government.en
