抄録: Based on the fact that social education is being used as a means in network administration, this paper examines the scope of social education administration and tries to redefine what social education is. The case study is an initiative aimed at “citizen collaboration” by utilizing social educational functions in a public complex facility which is not a social education facility. Although a certain level of success was achieved as a project, there was still room for examination as to whether or not there was a perspective of “learning” as social education. In the future social education administration, the question is whether to focus on “learning” or “service.” One direction is to pursue “learning” through social education projects as educational measures through collaboration. The other is to reduce the organization and functions of the social education administration and make efforts to utilize social education in a form that competes with general administrative departments and private businesses. Whether social education is carried out for the purpose or as a means, how to grasp and evaluate the “learning” will become an important issue, which will determine the quality of cooperation and collaboration.
