dc.description.abstractIn Japan, high schools are being restructured due to the declining birthrate, and an increasing number of high schools are being forced to consolidate. If only one high school in a given area is consolidated or eliminated, there will be an outflow of young people to urban areas, and local communities may decline as a result of the declining birthrate and aging population. Therefore, in recent years, there has been a growing movement to make high schools more attractive in order to maintain and sustain the high schools that play an important role in the community. In 2019, The “Project for Promotion of High School Education Reform in Collaboration with Local Communities” promoted efforts for high schools to build consortiums in collaboration with local governments, higher education institutions, and industry to realize inquiry-based learning, such as solving local problems. In this report, I will examine the effects of the MEXT's “Project to Promote High School Education Reform in Collaboration with Local Communities” from the four perspectives of “clarifying activities in collaboration with local communities as educational activities at schools, ” “assigning professional personnel and building school systems, ” “designating coordinators who link schools and communities, ” and “sharing a vision of the future community and the desired human resources, and developing curricula that contribute to community collaboration. ” The study will clarify what kind of changes were observed in Hakuba High School in Nagano Prefecture after the MEXT's policy measures were implemented.en
