<論文>公立学校におけるイマージョン教育の導入: フランス語圏スイス・ヌーシャテルの政策文書の分析から

Abstract

本研究は，公立学校へのイマージョン教育の導入をめぐる政策的議論を分析することを目的とする．4つの公用語をもつスイスでは，バイリンガル教育が推奨されているが，これまでは限られた地域や私立学校でのみイマージョン教育が実践されてきた．しかしフランス語のみを公用語とするヌーシャテルでは近年，公立学校でドイツ語のイマージョン教育を開始し，成果をあげている．そこで本研究では，ヌーシャテル議会，政府，教育局の行った政策的議論に注目した．この結果，ヌーシャテルでは政策決定に先立ち，教育局のイニシアチブによって一部の学校区での実験が進んでいたことがわかった．また，政策の導入には，財政的支援の獲得，教員の確保，公平性の保証という課題が挙げられ，議論されたことが明らかになった．

This study aims at analysing political considerations in the implementation of immersion education in public schools. In Switzerland, a country with four official languages, bi-multilingual education is recommended. Though until now, immersion education is only practiced in confined areas and in private schools. However, Neuchâtel, where French is only official language, has recently begun German immersion education in public schools, and this has led to significant results. Therefore, this study focuses on the policy discussions handled by the Neuchâtel Parliament, the Government and the Education Department. It was noticed that experiments in some schools were carried out in Neuchâtel by the initiative of the Education Department prior to the policy decision. With the introduction of this policy, questions related to obtaining financial support, securing teachers and ensuring fairness were also raised.
