抄録: | This paper attempts to create a prosopography of Supervisors for Social Education that were placed in the Ministry of Education, Culture, Sports, Science and Technology from the end of the war until 2018, and discusses the changes in the network of social education administration. From the prosopography produced, it may be said that the professional administration of social education in the postwar period developed as follows: 1) The postwar social education administration was led by those who had majored humanities, including cultural figures who were appointed as Supervisors for Social Education, to establish and spread the idea of a democratic system. 2) From the mid-1960s to the mid-1970s, Supervisors for Social Education were promoted from university faculty members, and attempts were made to build a network between universities and government, but this did not last. 3) Moreover, prefectural social education officers were also appointed as Supervisors for Social Education. In particular, the development of national youth education facilities beginning in 1959 and the establishment of the National Training Institute for Social Education in 1965 marked a milestone in social education administration. These initiatives shaped the career paths of social education officers and strengthened the network between national and local governments. 4) Many of the Supervisors for Social Education became a university faculty after their retirement, expanding the network. 5) Since the 1990s, social education administration and lifelong learning policies have regressed and the need for a comprehensive education policy has increased, leading to the abolition of the Supervisors for Social Education in 2018. |
