dc.description.abstractIn Japan, the lowering of the voting age and the age of adulthood to 18 has brought attention to “SHUKENSHA education(sovereignty education), ” which means education for cultivating the qualities as a member of society. However, the voting rate among young people is still low. Also, the percentage of young people who feel that they can change the society and politics through their own participation remains low. In this paper, I reviewed previous studies and then reexamined the proposals in administrative documents in order to clarify the scope of the term “SHUKENSHA education, ” which is a prerequisite for reconsidering the way of “SHUKENSHA education, ” in light of its relationship with “citizenship education.” Considering not only the direct definition of “citizenship education” but also the qualities that it aims to cultivate, there is no need to distinguish between “citizenship education” and “SHUKENSHA education, ” and both MIC and MEXT do not intend to limit the scope of “sovereignty education” to politics. This stance is still maintained today. “Citizenship education” and “SHUKENSHA education” aim to cultivate a wide range of abilities necessary as a member of society, while focusing on politics and elections. However, many of the practical examples of “SHUKENSHA education” focus on the “exit” of sovereignty education, such as elections and politics. I would like to discuss how politics and non-political aspects of “SHUKENSHA education” are interconnected, and how to design them from the “entrance” to the “exit” of such education as a future task.en
