Abstract

The Internet, which appeared at the end of the last century, has greatly changed the paradigm of human society, enriching our lives and stimulating socioeconomic activities, while the development of social networking services (SNS) has caused social fragmentation. ICT will continue to develop, and one of its outcomes, the metaverse, is expected to gradually permeate the society, coupled with the rapid evolution of AI. Unfortunately, we cannot predict the future, whether the development of the metaverse will bring only a rosy world, or whether it will have a negative impact on human society, as in the case of SNS. Therefore, we need to work together with various stakeholders in the development, adoption, and use processes of science and technology to reduce risks. In addition, we need to continuously monitor the social impacts of technology adoption, especially during the process of technology use, and take action if there are worrisome signs. In other words, we propose the introduction of the concept of “agile governance”.
