Abstract

Young farmers clubs like "4H Club" are important as a system for development of young farmers, even now. Because other systems of suppoting young farmers such as the one taken by regional agricultural facilities has limitation. However, many of the Clubs are not working well. There are several reasons for insufficiency of the Clubs, and we can put together the reasons into two categories. One is the change of external environment and the other is the change of internal environment. Considering with the theory of Informational Networking, these changes can be seen as an obstruction of data processing function of the Clubs. This is the immediate cause of insufficiency of the Clubs. This paper focuses on two types of information to reconstruct the Clubs' function ; common information and exclusive information. Existing Clubs have produced exclusive information, mainly. That has been valuable information for young farmers. However, common information is becoming more and more important for them to deal with both external and internal changes of the Clubs.
