戦時期日本農業問題をめぐる諸論点 : 『農業と経済』誌論考の分析

Abstract

This is the study on major agricultural problems in the World War Period, based on the articles in Magazine "Agriculture and Economy", published in 1937-1945. The concluding remarks issues from this analysis are as follows. 1) Under the arable land restriction, the maximum calorie production per hectare became the new policy objective. From this viewpoint, multiple cropping of farmland and sweet potatoes were focused on. 2) Under the lack of agricultural labors and machines, transfer of not-agricultural labors, (i.e. city people, women and students), into agriculture and well-organization of cooperative working became major targets. 3) Under the lack of above mentioned production factors, controlled economy was necessary to combine these factors reasonably. But the controlled economy required too many extra jobs, so this turned to be a kind of obstacles to the controlled economy. 4) Many ideas to control landowners system had been discussed, and some of them were the original idea of the first Land Reform, planed by Japanese Government.
