Abstract

Environmental governance is to build a society system to attain a sustainable society. There are various methods to invesigate environmental governance. In this paper we research from the viewpoint of social capital. Actually, social capital exists as non-profit organizations and networks of these non-profit organizations. Then the thickness of such social capital, that is the abundance of non-profit organizations and the abundance of networks of these non-profit organizations solve many social problems which were not settled fully by the enterprise and the government. The thickness of such social capital work effectively for the solution of social subjects. Therefore it becomes important to enrich social capital from the position of the environmental governance. At that time, preparing circumstances for the non-profit organization creation is a very important duty for the central government and the local government. When we disscuss the reformation of public-service corporation, we must not lose these point of view because we can not approach true nature in question.
