| 抄録: | This paper examines why a dynamic Bumiputera Commercial and Industrial Class (BCIC) has generally failed to emerge despite decades of high profile governmental efforts. It was found that governmental training programs, political interventions as well as Malay culture have not been compatible with market rationality. |
