抄録: This study reports the reactions of Hiroshima residents taken during a large scale electric power failure due to the typhoon 9119, which lasted more than five days in some areas.A survey was conducted with a sample of 2, 145 people in Hiroshima city to understand the responses to the disasters caused by the functional failure of electricity and water supply. It turned out to be about three days before the residents could no longer put up with the lifeline functional failure. Even in the prolonged the power failure, Hiroshima residents did not loose their trust on the those agencies which provide such social services as health care, safety protection against fire and crime, and banking. It seems to be the case because there existed an "Island of Civilization" in the middle of blackout Hiroshima city to provide basic social services throughout the power failure period. Finally, it was argued that local area communication flow system should be constructed so that the victims of urban disasters could satisfy their information needs to make wise decisions under emergency situations.
