2006年2月フィリピン・レイテ島地滑り災害からの生活再建と地域復興 : 第2次現地調査の結果に基づいて

Abstract

2006年2月17日午前10時30分頃，フィリピン国南レイテ州の南部に位置するセントバーナード(Saint Bernard)町のギンサウゴン・バランガイで，大規模な地滑り災害が発生した。この結果，同バランガイの住民を中心に死者154人，行方不明者が約1000人にのぼる大惨事となった。本報告は，災害後約1ヶ月の時点で実施した第1次調査のフォローアップとして，発災から約1年を経過した時点で実施した第2次現地調査の結果についてまとめたものである。具体的には，住宅や農地を失い集団移住を余儀なくされた被災者の生活再建や地域社会の復興状況，および，それらを支援するための中央・地方政府，および，国内外のNGO団体等の活動状況の把握を主目的とした。

A devastating landslide hit Guinsaugon Barangay (village), St. Bernard, the Southern Leyte in the Philippines on February 17, 2006, killing 154 and leaving nearly 1000 missing. The paper summarizes victims' life recovery processes and regional reconstruction processes based on the follow-up survey conducted in January 2007, one year after the landslide. Special attention is focused on, how governmental and non governmental collaborative efforts have been made for the construction and management of relocation sites for victims who lost their houses and farms, and for disaster education for people still at risk of natural disasters, including not only landslide but also flood, earthquake, and tsunami.
