dc.description.abstract災害発生後，被災地の自治体が質の高い災害対応を実現するためには，各関係機関と被害や対応に関する最新情報を共有し，有機的に連携して災害対応を進めることが必要不可欠となる。そのためには，被災地及び各関係機関から収集される情報を効率的に情報集約しなければならない。本研究では，平成17年7月16日に発生した新潟県中越沖地震における新潟県災害対策本部地図作成班の現場での活動を通して，災害対応における実務者間の状況認識を統一するための地図活用の有効性について述べるとともに応急対策期における現場での情報処理の手法を提案するものである。ja
dc.description.abstractThe Niigata Chuetsuoki Earthquake with a magnitude of 6.8 shook the Chuetsu region of Niigata prefecture on July 16th, 2007. In order to implement effective disaster response for victims, practitioners should share information to grasp the overall situation of damages and response about disaster related organization as chronological order. Generally, though documents of information submitted the meeting are described by text or numeric value, it is difficult to grasp the overall situation for decision making. This paper presents not only practical efforts to create ""Common Operational Picture (COP)"" so as to make appropriate decision of EOC, at EMC(Emergency Mapping Center), Niigata Prefecture and discuss the effectiveness of maps using GIS as visualized information.en
