治水事業と地域計画との連携における課題抽出とその解決への一考察

Abstract

近年の想定規模以上の洪水災害に対応するために，治水事業と地域計画との連携の重要性が指摘されている。しかし，実効性のある対策が実施されるには至っていない。本研究ではその原因がどこにあるのかを理解するために，社会的背景や関連する法律の立法経緯と現行法体系，具体事例の中から治水事業と土地利用政策の連携に係る様々な問題を抽出した。その結果，治水事業統括のための枠組みの欠如，国土形成計画における統合的な計画策定の枠組みの欠如，土地利用計画に治水事業を組み込むインセンティブの欠如の3点が主たる問題であることがわかった。解決への方向性として，流域協定と洪水時流量の排出権取引の考え方について提案を行った。

Cooperation of regional planning and flood control planning is recognized to be an important issue addressed to cope with recent unexpected floods, however effective actions are far from well implementation. In this study, various problems which discourage the cooperation are extracted from social background, relevant legislative history and current law and case examples to understand causes to prevent the cooperation. As a result, it is found that the problems lie in the lack of holistic flood control scheme beyond various governmental bodies, the absence of synthetic scheme for national land planning, and the lack of incentive for inclusions of flood control plan into land-use planning. As one of approach to address the problem, watershed agreements and flood emission trading are proposed.
