災害リスク下の多地域一般均衡分析

Abstract

本研究では, 災害による被害として社会資本の損傷を取り上げ, 災害リスク下の2地域一般均衡モデルを構築し, 市場を介した被害の波及構造を内生化した.さらに, 事前になされた防災投資による災害リスクの変化が(1)短期的に被害の波及に与える影響, (2)長期的に人口や産業の集積に与える影響を産業構造や均衡パターンの違いに着目して分析した.その結果, 両都市の産業構造や交易パターンによっては, 防災投資は長期的には必ずしも家計の厚生水準を改善しないことが示された.両都市の家計の厚生水準を改善するためには, 防災上安全な都市が産業面で災害に対して脆弱な都市に大きく依存していることが必要であることが示された.

The paper aims at examining short-term and long-term effects of natural disaster upon urban economy taking account of capital and road damage and analyzes regional spillover effects of disaster miti-gation investment for capital or road. As results of the analysis, disaster mitigation investment for the city under the disaster risk does not always improve social welfare in the long-term. Disaster mitigation investment brings about positive spillover all over the economy, when the economy largely depends the supply of goods on the city under the disaster risk.
