<特集論文>社会運動と集合的暴力--アッサムの反外国人運動と「ネリーの虐殺」を事例に

Abstract

本稿では、一見突発的に生じるように見える集合的暴力 (暴動) が大規模な社会運動や政治的変動に伴って発生することに注目し、実際に暴力に参加する民衆と運動指導者の間の相互作用を分析した。具体的には、1983年のアッサム州における州議会選挙の際のネリー村付近の暴動を事例にあげ、暴動参加者と運動指導者の利害が一致した際に暴力に至る過程を検証した。ネリー事件においては一見運動指導者の関与は薄いように見えるが、運動のイデオロギーが暴力の際の敵味方を分ける対立軸を設定し、標的となる他者への迫害を正当化したことは重要である。同時に、運動で提起された問題の解決よりも、会議派政権の樹立を優先し、選挙による暴動発生の可能性を過小評価した連邦政府の責任を論じた。集合的暴力の分析においては、民衆レベルの意思決定過程も重要であるが、同時に暴動を可能にする政治のあり方や運動指導者の責任を明らかにすることも必要である。

Acts of collective violence (or so-called "riots") appear to take place spontaneously, but usually coincide with large-scale social movements or political change. With this relationship in mind, this article focuses on analyzing the interactions between the masses who participate in the violence and the movement leaders. The case study of the Nellie Massacre, which took place during the Assam Legislative Assembly election in 1983, reveals that acts of collective violence can happen when both the participating masses and the movement leaders stand to benefit from them. In the case of Nellie, the role of the movement’s leaders does not appear obvious, but it is important to note that the ideology used by the movement divided the communities and legitimized the persecution of the Muslims. This article also focuses on the responsibility of the Government of India and the Congress party, which prioritized the implementation of the election in order to elect the Congress government in Assam state and underestimated the possibility of a large-scale riot. In conclusion, I emphasize the need to analyze not only the decision-making process among the masses but also the responsibilities of politicians and movement leaders who create the conditions that enable such violence to take place.
