Abstract

At the beginning of the 1980s, the Liberal Democratic Party adopted a positive attitude toward the institution of a system for renewing a teacher's license. However, at the time, though the proposal for renewing a teacher's license was made in the Diet, it wasn't approved. After that, Machimura, then Minister of education, Culture, Sports, Science and Technology, consulted the Central Council for Education on a system for renewing a teacher's license in April, 2001. The possibility of instituting such a system was considered in the Central Council for Education. However, it was pointed out "the system for judging teaching competence can not be made when renewing a license, because it wasn't made when conferring the license." As a result, they shelved the idea. Then, a report "About the ideal system for licensing teachers in the future" was released in February, 2002. However, the new Minister, Nakayama consulted the Central Council for Education on the system in October, 2004. Discussion about the introduction of a system of renewing a teacher's license started again. This time, the deliberation proceeded with the presupposition of introducing the system. In March, 2005, a working group for teacher's license was organized. Some technical research was done by this working group. In December, 2005, an interim report was released, how to apply the system to incumbent teachers was not decided. After that, deliberations continued until the specific system design had jelled. After all, it was decided that the system would be adopted to incumbent teachers. Then, with the report "About the Ideal Method of the Teacher's License in the Future" in July, 2006, the introduction of a system for renewing a teacher's license was proposed. In June, 2007, the bill passed in the Diet. As a result, it was decided to introduce the new system beginning in April, 2009.
