抄録: The purpose of this paper is to find the factors that influence the realization of the educational policy in the central government in Japan. To find them, I took up the political process surrounding the system for identifying "Under-performing teachers" from 1984 till 2001. I noticed the following six points; 1. When the political actors in central government want to realize a policy, they should ask the administrative actors for cooperation. 2. A radical policy causes divisions among the political actors and an uncooperative attitude among the administrative actors. 3. There is an active relationship between the central government and the local government, and also between the local governments. 4. The local government may create systems more easily than the central government. 5. When the administrative actors want to institute a policy, they involve other actors in policymaking discussions. 6. The central administrative actors work the local government to create precedents in a roundabout way. So, I got two conclusions for realizing educational policy in the central government: (1) to create precedents in the local governments; and (2) to ask the administrative actors for their cooperation.
