抄録: In recent years, demand for teachers is on the increase, because teachers of the babyboom generation are beginning to retire. Some boards of education have begun educate and train teacher candidates in order to acquire new teachers who can make a contribution to the school as soon as they begin to work. However, these policies are criticized on the grounds that pre-service teacher education should be offered not by boards of education but by Universities. The propose of this paper is to clarify the role of administrative bodies (boards of education) in support for teacher preparation. First, we review the concepts related to teacher education, and indicate that teacher preparation support programs should not be alternatives to teacher preparation or in-service training but unique services. Second, we focus on the teacher preparation support which is provided by the Kyoto City Board of Education. Finally, we conclude that teacher preparation support is necessary to develop the practical ability of the teacher applicant, but that there is a problem with whether the boards of education can continue this policy.
