Abstract

In the near future, local governments may be forced to renew or remade school equipment and buildings, due to growing concerns for earthquake safety and other factors. The fund raising for these projects is getting arduous because of the reform of the fiscal and monetary policies of the central government. Thus it is the local governments, who largely confront the under funded, and as such they will need to conserve the resources for these projects by themselves through the issuance of a municipal bond. But investors will not purchase a municipal bond issued by the local governments during this time of financial crisis. So is the end result is that the standard of educational assets such as equipment and school buildings differentiated between local governments according to their financial capabilities. On the other hand, the the school corporation sector is faced with the situation of diversifying the methods of fund raising because of the decrease in number of children. For example, they must consider the shift from the dependence on the fee, expand the extent of the asset management and the direct fund raising from the financial market. There is a possibility that they will take the part of investors with varied financial priorities. Basically, they offer public services, so I think that they should make allowances for USR (University Social Responsibility) and SRI (Social Responsible Investment) when they make investments. In this paper, I propose that school corporations should invest in local governments which is face with difficulties for the fund for the compulsory education as a target of SRI.
