国産並材製材品の生産構造に関する一考察

Abstract

昭和40年代以降, わが国では米材やソ連材の比重が高まり, 大都市部を中心に大量に消費されてきた。その中で, 建築用材を生産するわが国の林業地や木材生産地は大きく変貌し, 再編を余儀なくされた。そして新しいタイプの有名木材産地が形成された。以上のような圧倒的な量を示す外材と, 他方では有名産地といった二極構造の中で, なおかつ全国的に, 零細で並材を生産している国産材工場が存在し生産を続けている。ここでとりあげる兵庫県姫路・神戸市周辺の製材工場も, そういったカテゴリーに含まれるものである。これらの工場が現在なおかつ生産を維持している主な要因は次のようである。(1) 姫路や神戸市といった大都市部を中心とする地域に存在する, 特殊部材や並材の小量受注にうまく対応するしくみをとっていること。(2) 製材工場が建築業を兼営することが多いが, 自工場で生産することができず, かつ建築部材として要求される高級材や銘柄材については, 近接の大都市問屋より調達しうる体制にあること。以上のように考えると, 当地域の製材工場は, 並材製材品を生産しているが, 規格大量流通材である外材製品, また有名産地材との競合をさけて, むしろそれらと共存するしくみの中ではじめて生産を維持しえていると言うことができよう。

Since 1965, in Japan the imported timber has increased and has been consumed mainly as building materials in big cities. Under this situation many sawmills, which had produced lumber using domestic logs, changed their production systems. And some big lumber producing areas consiting of many sawmills were established, which supplied high-quality lumber to all over Japan. But in present time a lot of small sawmills using domestic logs are still remaining, except the big lumber producing areas. I investigated some of them located on the outskirts of Kobe City in Hyogo Prefecture, and found the reason why they could maintain their production. The reasons are : (1) Almost of them are supplying special sized lumber or small lot lumber with lowquality demanded in big cities and their suburbs. (2) Some of them run building trades as a side-work. They purchase the lumber made in the big lumber producing areas as their building materials from wholesellers in Kobe City. Because they could not produce such high-quality lumber in their mills. Consequently, we can say that they avoid competing with the sawmills in the big lumber producing areas or the big ones using imported timber, rather coexisting with them. It is the reason why they can exist.
