日本の住宅産業と木材の使用

Abstract

近年, わが国では木造住宅比率が減少しているにもかかわらず, プレハブ工法住宅 (木造プレハブ) や2×4工法住宅が増加しており, 従来とは異なった新しい木材の使われ方が目立ってきている。ところがこれに用いられる木材のほとんどが米材である。一方, わが国への外材輸入の内容にも変化がみられ, 輸入量としては米材が南洋材を抜いて第一位の座を占めるようになったこと, そして米材の中でも丸太の輸入量が減少して製材品の輸入量が増加していることがあげられる。以上のような住宅と輸入材についての変化と相互関係を, 供給側および需要側双方の分析からすると次のように言うことができる。(1) 供給側: アメリカ・カナダの利用森林資源内容の変化とともに, 1970年代以降, 製材の生産構造が大きく転換した。その結果, 近代的な商品としての条件を備えた木材を大量に供給するしくみが形成された。(2) 需要側: わが国では, とくに都市部を中心としてプレハブ工法住宅や2×4工法住宅が増加しているが, いずれも大手住宅メーカーがその担い手である。大手メーカーは品質保証された近代的商品としての住宅を生産・販売するに当たり, 住宅部材としての木材にも厳しい条件を求めている。それは, 工業材料にきわめて近い条件を有した木材, いわば近代的な商品としての木材である。(3) こうした大手メーカーの要求する木材を大量かつ安定的に供給しうるのは, 今のところアメリカ・カナダの製材工場にほぼ限られるといってよい。ここにわが国の大手メーカーと米材の現地挽工場とが直接結合していく根拠があるのであって, 今後もそうした製品輸入の傾向は強まってくるであろう。

Recently, in spite of the decrease of wood housing rate, the number of pre-fabricated wood houses and platform-constructed wood houses is increasing in Japan. But almost of the lumber used for those houses are imported from North America. On the other hand, the contents of wood imported to Japan changed in two points. First, wood imported from North America got the first place in the term of volume. Second, the lumber volume imported from North America increased instead of decrease of imported logs from North America. The author analyzed the factors of the changes from both sides of suply and demand. The main factors are following : ①The side of wood supply : Since 1970's, the contents of forest resources available in Canada and U.S.A have been changing. At the same time, the production-structure of lumbering industry changed radically, so the the lumbering industry in North America gained the ability to produce the lumber as the modernized materials. ②The side of wood demand : In Japan, some big housing companies are suppling the pre-fabricated and platform-structured houses. When they produce or built them, they need the lumber whose quality is fitting to the house production or house construction. So, the saw mills which can supply the lumber demanded by big housing companies in Japan are only the ones located Canada and U.S.A. because of their mass production system and ability to produce such modernized lumber. This is why the relationship between the big housing companies in Japan and the saw mills in North America becomes tighter and tigter through trading directly the lumber.
