南洋材需給構造の変化と南洋材消費産業の対応

Abstract

日本の南洋材消費産業は合板産業と南洋材製材業である。両者はともに南洋材という安価で豊富な資源を基盤にして, 戦後から高度経済成長期を通じて大きく成長してきた。しかし昭和50年代になると, 両産業は供給側の変化 (資源枯渇, 産地国の原木輸出禁止措置, 製品輸入増大) と需要側の変化 (低成長期以降の需要縮小) の両面から対応を迫られる。そこで一方の合板産業は加工技術を発展させることによって資源利用範囲を拡大し, コストを低減させ, 競合材や輸入合板との価格競争力を維持してきた。しかし, 南洋材製材業は衰退の一途をたどっている。製品の品質が原木の質に規定される側面の強い製材業は, 原木の高騰, 低質化に対応できず, 需要減退を止められなかったのである。しかし合板産業にしても, 所詮原木に規定される部分は大きく, 相対的に縮小の時期が遅れているに過ぎない。今後は, 産地国からより安価でより良質な製品が輸入され, 増大していくであろう。南洋材原木を圏内で加工する時代は, 今や終わろうとしている。

The logs from Southeast Asia have been used by plywood mills and sawmills as their materials in Japan. And both of them had developed after the World-War II depending on the cheap and high-quality Southeast Asia logs. But since 1975 the log-supply situation has changed. The forest resources in Southeast Asia has been decreasing and many countries in Southeast Asia prohibited exporting logs. The result was the log price rise and the quality detorioration of imported logs. Furthermore, wood products imported from Southeast Asia contries have increased recently. On the other hand, since 1975 the domestic demand for the wood products made of the Southeast Asia logs has tended to shrink because of the price rise. The plywood mills could reduce the processing cost and cope with the fungibles of plywood depending on the new processing technique for low quality logs. But recently imported plywood from Southeast Asia countries has been invading gradually the plywood market in Japan depending on the high-quality logs. The sawmills could not develop any new technique. The result was the shrinkage of lumber demand, and the number of sawmills has decreased. Therefore the both of industries in Japan may disappear in near furture.
