林業労働力の供給構造と林業労働者の意識

Abstract

林業労働力の減少と高齢化は深刻さの度合を強める一方である。こうした状況に対し, 既に多くの労働力確保対策が試みられており, そうした個別の取り組み事例についての報告も多くなされている。しかし全般的な林業労働力供給構造の変化や平均的な林業労働者の意識について分析し, そこから労働力確保対策を考えようということは未だ十分にはなされていない。本稿ではこれを課題として, 二つの調査結果に分析を加えた。二つの調査とは兵庫県全域を対象に行われた専業的林業労働者250人へのアンケート調査と, 兵庫県一宮町で行われた専業的林業労働者22人に対する聞き取り調査である。本稿の結論は以下の通りである。(1) 林業労働者の多くは「家督相続」の慣習に強く規定された就業行動を取っている。このことは, (1-1) 現代においては林業労働力供給源としてUターン者が重要であることを意味していると同時に, (1-2) 林業労働力供給源の貧弱さをも示している。従ってより幅広い層から林業労働者を集める必要がある。(2) より具体的な対策としては待遇改善が急務である。この結論は労働者の意識分析からも, また林業労働力の供給構造の分析からも根拠付けられる。そして待遇改善は若年労働者に対して特に必要である。(3) また労働者の就業行動には仕事や職場への嗜好がかなり強く影響を与えている。労働者にとってより満足のいく職場生活を提供することも重要な課題である。

The probelems of decrease and aging of the forestry workers have become more and more acute. In these circumstances, various labor force supply plans have been attempted, and many reports on each of these attempts have been already made. However, there has not been enough examination of the supply plan from the point of view of the general structural change of forestry labor force supply or average forestry workers' mind. For the purpose of such a discussion findings obtained from two inquiries are analysed in this paper. One of these inquiries is the questionnaire, in which 250 full-time forestry workers are sampled throughout Hyogo prefecture, and the other is the hearing from 22 full-time forestry workers at Ichinomiya town in Hyogo prefecture. Conclusions are the following. (1) Many forestry workers' occupational choice is restricted by Japanese costum of inheritance. It has two implications ; (1-1) in recent years U-turn peoples' labor force supply is important as a source of forestry worker, (1-2) on the other hand, the source of forestry worker is limited. Extension of the source of forestry worker is needed. (2) As a concrete plan, wage-raising is of urgent necessity. This conclusion is supported by analysis of both workers' mind and structure of forestry labor force supply. In paticular wage-raising for youth laborer is very important. (3) Workers' occupational choice is affected by their favor of work or place for work. In addition to the income from forestry work, good job-life is necessary for forestry workers.
