DEAを用いた国有林における施業効率性評価

Abstract

DEA(Data Envelopment Analysis)は、多入力・多出力システムの相対的効率性測定のための数理モデルの一つであり、線形計画法に基づいて一群の複数の入出力を持つ経営事業体の評価を行う手法である。本研究では、まずDEAの基本的な考え方について紹介し、実際の応用に際しての問題点のいくつかについて検討した。具体的には、大阪、高知、名古屋、長野の各営林局管内の営林署を解析対象単位として、その経営環境の総合評価と効率化のための改善方法について考察を加えた。その結果、効率的フロンティアの同定、効率的フロンティアを基準とした非効率と判定された事業体への改善案の提示等、DEAが各営林署の特徴や経常環境を考慮した実用的な評価を可能にすることが示された。

Data Envelopment Analysis (DEA) is a linear programming based upon technique for measuring the relative efficiency contained in the multiple outputs and inputs generated by managed entities called DMUs (Decision Making Units). This paper introduces the technique and focuses on some of the key issues that arise in applying DEA in practice. The practical case study concerned problem of managerial assessment encountered by the district forest offices in Osaka, Kochi, Nagoya and Nagano regional forest offices respectively. The application of DEA to the over all estimation of the managerial circumstances and to the guide in better performance control provided to emphasize the advantage of this method in examining the identification of efficient frontier and also better managerial control of the inefficient peer groups.
