「道徳」の特設経緯 --1957年度の教育課程審議会の議事録を中心に--

Abstract

本稿は1957年度の教育課程審議会(以下, 教課審と略記)の議事録を中心に, 「道徳」が教科ではなく, 時間として特設された経緯及びその位置づけを明らかにしたものである. 「道徳」が時間として特設された理由として, 文部省にとって教科として設置する場合には現実的・時間的困難が多かったこと, 教課審では教科の設置に対する反対が強かったことが挙げられる. そして, 教科としての設置に対する教課審の反対の原因として, 教課審の内外において修身科の復活に対する危惧があったこと, また全面主義道徳教育に対する支持が極めて強かったことを明らかにした. これらを通して本稿は, 「道徳」は道徳敦育の中心に位置づけられておらず, あくまで全面主義道徳教育に依存し, その補助策に過ぎなかったことを明らかにした.

This paper examines the Minutes of the Curriculum Council in 1957, detailing the circumstances of the implementation of "Dotoku" (Moral Class) as a Special Hour item instead of a regular school subject, and also clarifies the significance of "Dotoku" in post-war education in Japan. The reasons for setting up "Datokte" as a Special Hour item were I) The Education Ministry anticipated that setting "Dtitaku" as a regular school subject would cause many issues in practicality and scheduling; 2) The Curriculum Council had a strong objection to setting up "Detoku" as a regular school subject due to the fear of potentially restoring the "Shushin" (Ethic Education in the prewar period); 3) Education leaders strongly supported the idea of moral education being part of all educational activities. "Zemnenshugi Dotoku" (Comprehensive Moral Education). The positioning of "Datoku", though launched into the school education, was not regarded as the essential part of moral education: instead, it was given as a supplement to "Zenmens-shugi Dotoku".
