抄録: The Super Global High School (SGH) Program, which started in the 2014 academic year, is one of the programs executed by the Ministry of Education, Culture, Sports, Science and Technology (MEXT). With the goal of narrowing down the key factors of the program's success, the purpose of this study is to suggest effective ways for improving educational environments. This paper reports on a survey on conducted high schools certified as a Super Global High Schools in order to clarify the problems which the SGH applying schools may have, the application procedures taken by the SGH certified schools, the interactions between the governing bodies and them, as well as their problem solving effectiveness. In addition, the same survey was conducted in Shizuoka Prefectural High Schools which have not been implementing projects. In conclusion, there are two propositions to be made; first, the importance of good management was found crucial, by managerial staff including the school principal, when providing information about the SGH Program, making final decisions and bringing the application to its completion. Second, systematic arrangement is essential: personnel allocation such as an experienced principal, well-balanced age structure among teachers were key factors in the school being certified. If school project research and development is to be effective in school improvement, for example, by carrying out the personnel allocation to prepare for school improvement from the outside, there is a possibility that the governing body can be successful in school improvement.
