Abstract: The “Comprehensive Strategy for Revitalizing Towns, People and Work in Yukuhashi” was formulated in Yukuhashi City, Fukuoka Prefecture, in 2015. This Strategy is expected to strengthen cooperation among families, communities and schools and to support them by –the local government for improving education in the communities and tackling the problem of population decline. One of specific solutions was to establish the community school program, which was started nationwide in Japan 11 years ago. This program is due to be initiated in Yukuhashi in 2016. The purpose of this research is to examine how to promote the community school program in Yukuhashi City based on a comparative study of questionnaires from two cities: Yukuhashi and Kasuga. The surveys were conducted among the principals of elementary and junior high schools and the board of education members. The results specified four effective suggestions for the administrative office of Yukuhashi City to follow up on: firstly to better understand the current situation of schools; secondly to support teachers to better understand the institutional mechanisms of the community school program; thirdly to support the schools that be scheduled for community school program; and lastly to utilize “staff in charge for community”Action, which is a unique program.
